I don't ever target them, but frequently get triggers as by-catch on sabiki rigs over the shallow artificial reefs in the bay.

St. Marks Refuge - Staying Open?
I know as of this morning the Refuge was still open, despite the state park closures... anyone know what the plans are in the near-term? Thinking about heading down in the next day or two to launch the kayak before the state goes into lockdown.

From Mashes Sands you can try some of the artificial reefs to the east, but your best bet long term is going to be straight south, bearing out towards K Tower. Get to 30ft+ and start looking for hard bottom. Legal grouper in 30ft or less are hard to come by except in the winter. 50ft+ is much better...
