That 75 hp Mariner should plane it out unless you have other issues. From what I can find on line, the max hp for a 1999 Polar 1796 is 100 hp, and the boat should weigh 1350 lbs. without gear or crew. I also found a thread on The Hull Truth that discusses these boats having issues with water logged stringers. If that is the case you are not going to want to shell out the $$$$ for a repower, only to find out your hull is bad.
