After reading about it I think the top could be a small King. The lateral line does have a sharp drop off and the dorsal fin is not as dark.

Top one is a small king.
The lateral line gives it away.
Spanish have a dark front half dorsal fin.

Yes, both mackerel good job. Extra point to those that said king (top) and a spanish mackerel. I got this pic off the web. Juvenile king mackerel can look almost identical to a Spanish. FWC may care -- king 24" to the fork.
Two things to look at:
1) the dorsal fin for a king is silver to smokey gray. Spanish is black and white.
2) The lateral line on a king drops more than the spanish as mrbigglesworth and whoopty said (see arrows).
South Florida has cero mackerel that looks like a spanish with a yellow line down the middle, but I've never seen one around here.
