Guide advice needed

I've got some of my yankee friends driving down to Kissimmee here in a few weeks and they are wanting to hire a guide to do some inshore/near shore fishing in the Tampa area. Anyone have any recommendations?
NOAA reports are the reason I have trust issues.

How many anglers? Makes a difference in boat size/style to give accurate recommendations.

Inshore/flats for 2:

2 anglers. I have no experience with guided fishing trips, so I'm shooting in the dark here. Is it common for a charter to go out and not catch any fish? I'm assuming that's pretty rare, but I don't know.

Captain Mike's name is coming up in some other discussion forums where I've posted this question. He must be pretty good.

Not sure if Sarasota is close enough but, if so, former neighbors Tom Stephens Sr. and Jr. are excellent.
