attracting bait fish

What can I use to chum up some bait fish for the cast net? I don't do well just blind casting in the flats. Does anyone have trick to get them drawn in for a shot with the cast net?

I've heard cat food in a chum bag but I don't live bait.

Regular frozen chum works great but you only need about a 1/2lb and they only sell it in 5lb boxes.
