I usually drop mine about 150 - 200 yards off. However, I've had bites less than 30 yds from shore, so it may not really matter.

I also have a bass tracker about that old that I use to fish the flats with, and I had the same problem. For me, the carpet bunkers on the boat seemed to be holding salt against the hull as that was the only place that wouldnt get washed down after fishing, and salt had gotten in between the sticker...

Either you have spun your prop, grinded the lower unit gears to nothing, or broken or bent your gear shift rod to your lower unit. Two are cheap fixes, one is not.
