I have an 1198 c with a new Navionics + chip, so that's an older unit running the latest chip like yours is. Try redoing the update. Mine wouldn't load after I first updated it either, but it loaded fine after I repeated the process.

I don't know for sure what they do. The yard is on the right, but the scale is further down the road. A guy in a golf cart will follow you to the scale and do the weighing after you've stopped off at the office.

It's a big increase, but it's still a good deal for seniors. The regular annual pass already costs $80.00 per year, so a lifetime pass at age 62 for that same price really can't be complained about.
