Check to see if you're getting voltage on the other side of the solenoid with the key on. If so, it's likely a bad starter. Also inspect the connections, and wire between the solenoid and starter for loose connections, corrosion, or a short to ground. You can gently tap the starter with a hammer, or...

Rescuing an unconscious, or injured patient from the water would be a lot easier than dragging them over side of the boat. I imagine it reduces the risk of further injuring the patient, and possibly the operator.

It'd make a good scalloping rig though. Easy to get in and out of. Also self bailing, so if you DO get swamped, you just get you're feet wet! LOL
