I had to convert a jet ski trailer into a jon boat trailer and all it took was a couple of pressure treated 2x4's and some bunk carpet (bass pro, relatively cheap) and it looks great and has held up fine for 9 years now. Brackets can be bought at West Marine or Boater's World.
