Fished the Lighthouse bars today - good day with strong tides, low wind. Ended up with 14 trout, most mid to upper slots. Lost a few and got cut off twice by what I think were bluefish. A 9wt will work, but if you do a lot of blind casting it will get heavy. I normally bring a 7wt with intermediate line, a 7wt with floating line and an 8wt with an intermediate. Fished the refuge yesterday from 10:30 - 3:00 - cooler weather cooled the flats off. I managed 5 trout: 15", 16", 2 18's and a 19" but activity wasn't like last week. The water was clear but cooler and there wasn't as much bait in the water as last week. Should rebound quick.

8wt or 7wt (easier on the arm, but not as good when the wind is blowing). Temple Fork makes some good rods - the BVK in 7 or 8 wt is good, goes for about 280.00.
