I believe that any gulf reef fish cannot be used as bait. However other regulated species can but must be kept in whole, within regulated slot sizes, and count against your daily bag/boat limit. WhoDat at Good Times is always a good bite, but dependent on how late you go they may try and close up early.
Fiddlers is decent, pricey for what you get.

Totally doable, kayakers do it all the time - you just have to pick your spot for the least amount of grade. It may be 20' to the water, but not terribly steep I think
