I caught a few while living in OR. but am pretty sure those where a different type. They're like giant catfish. We would use stinky dead herring stuffed with salmon eggs on basically the same setup we use for grouper.

You never know unless you go. That being said I do find it more difficult to find fish inshore when the tides are like this. Trout are mainly ambush feeders. I did some research today on the mortality rate of trout that have been caught and released. The 10% number previously quoted sounds about right.
