Hey, I was wondering if there is a way I could create waypoints through software and then have
them imported into my GPS? I'm assuming I'm going to need some sort of data/usb cable.

Yes. Get Garmin Blue Chart and a USB reader if your unit has a memory chip.

Depending on which model you have, you need Mapsource. $30 from the Garmin site.
Mine doesn't have USB, it uses a SD card.
I loaded mine with the public numbers, hazards visible in older photos on Google Earth, and safe paths found on this forum.
