Shell Point boat launch?

Can anyone confirm that the boat launch at Shell Point is open on the weekends?

3 weeks ago it was open but cost $10 to launch.... a week ago it was not open. We used oyster bay ramp ... you go like you are going to shell point but turn on the road just before Shares restaurant then 3rd road on left... Blue Dolphin st..ramp at the end.
