Looks like a slap on the wrist to me!! They made a whole lot more money than the fines are 
“Before you criticize someone, you should walk a mile in their shoes. That way when you criticize them, you are a mile away from them and you have their shoes.”

agreed. Meanwhile they're implementing all types of recreational fishing closures. Might not have to if the fines coincided with the damages and were used to replenish the resource. At least they are felons, and in theory, shouldn't be shooting land based game going forward.
