Skinny on FL Transom Tie-down Law?

Somebody told me that Florida had a "new" transom tie-down law.

Guess I better get with the program.

Does anybody know what it is?

After you launch,you have to tie your transom to the dock in order to cut down on boat traffic on the open seas.
WHOSE FISH IS IT?

I tried that, but it was hard on the dock. :-)
