investigating it

Somebody I know got a ticket by the man and he went to pay it and they said they are "investigating it" what does that mean?

Sounds like "someone" could be in deep dodo. My guess is that the Investigation could be either an investigation of the officer who issued the ticket, or they are looking closer at the incident for the possibility of pressing more serious charges.

Or maybe the officer wrote a ticket that didn't apply to the situation! Can't help without knowing the charge.....
