Federal Saltwater Fishing License

Has anyone heard of a possible federal saltwater license requirement? The March 2006 issue, page 31 of Field &Stream mentioned this as a possibility that congress is looking into to raise funds when the reauthorization of the Magnuson-Stevens Fishery Conservation and Management Act comes due....possible this year.
From reading the article twice...it looks like its more for off shore fishermen and not inshore.. But I'm not sure. It's dangerous when congress starts fiddleing with anything.

Hmm, I didn't see the article, but on the surface it sounds like a bad idea to me.

Now a stamp program, based along the lines of the Federal Duck Stamp, I could understand that for offshore pelagics.
