Its all about the pressure on those lakes
It is just like the Saturday, Sunday Wednesday only hunting in Leon County.
If it was just "rich folks" keeping loud boats off the lake it would be a year round rule. It is just in effect during duck season.

The plantation ponds would be happy for us to run all over the lake and scare the ducks onto their ponds. Most of those ponds only get shot once a week. That is where a lot of the ducks go when we shoot the big lake.

I am a peasant who gets to shoot a few of those ponds due to the generosity of a friend. We hear the shooting on the big lake and then here come the duckies....

No one complains about noise from outboards. Its airboats and shooting that draw all the complaints.

All that Wednesday, Saturday, sunday only hunting days does is overcrowd the lake on those days. I have mostly abandoned hunting leon county lakes due to the overcrowding and the idiots. I may give micosukkee a try again this year as I now live much close to it.
