Anytime between a good mid morning low to a late afternoon high. Gotta wait till them bars or mud flats get warm a bit and that water gets on top of them.

Late afternoon Wednesday I caught redfish (to 24") in water just deep enough for me to paddle my kayak.
So I waded with my 6 weight.
Several trout on flies too, all 17-19".

Winter is my Bass fishin time

so I seldom venture out to the flats "unless I'm tryin ta go offshore"
