Actually, there is an exemption from the saltwater shore license requirement if you are on food stamps, taking temporary cash assistance from the state, or are fishing in your home county with a rod that has no reel attached (Bream Buster). There's also a bunch of freshwater exemptions, but none for being poor or unemployed. I don't have a problem with the "no license requirement" for folks on welfare, unemployment, or food stamps. Lord knows, if they qualify for those programs they probably are fishing to feed their families. BTW, unless you already have a saltwater fishing license, a shoreline-only license is $7.50.
