Just goes to show there is more than one way!
What if they are not hungry? Or its real hot, and they are trying to conserve their energy and swimming from 9 feet deep to the surface is too much work. Many fish might bite a bait a foot from their face when they might not want to venture out and inspect a commotion at the surface.
