I don't believe anyone here has ever had that problem

.
If it were to happen to me I would be showing that fish to people I know a some I don't know. If it were official or not wouldn't matter a whole lot to me.

Alot of places have certified scales hardware stores, LP stores, meat markets, pesticide companies, etc, etc. Whether they will allow you to use them is another story.
Florida Dept. of Agriculture maintains their certification from what I recall last reading.
IGFA will certify your personal scale for $15 a year to members, you have to send it to them.
Your local FWC office might know of a place locally that will cater to sportsmen.
No need for a certified scale though, just measure it, take a picture, release it and we will believe you

I was asking because In virginia when we caught a fish that had record potential and you are chasing paaper you would take it to the Oceans East II and they had certified scales. If you caught a WR Bass here, I wondered where to take it.
