On a open center console boat do you have to use the external antenna for a garmin 182c? If so,. where would be the best place to mount it? Does someone make a mounting bracket that will allow you to mount in on the railing on the console>

You dont have to use the external, and yes you should be able to find a mount. I have an external on a Eagle and it threads on a standard mount attached to the winshield grab rail.
