I am running a Turbo Flats IV.
The prop is 13.25inches by 16
I am only getting 4400 or 4500 RPMs at WOT.
Please advise. What size SHOULD I have purchased the first time?

Tin Can will tell you. In the mean time ship your prop to Gator Props in Perry, FL. Tell them you want x number more rpm's and they'll fix it for ya. For very little $$$$.

Ha ha. I already have a prop over there getting worked on. I am a 'repeat customer' of that place. I will buy a new Turbo and sell the old one (two trips no dings) on here at a deep discount.
