Mercury mechanic work?

My friend has a 94 Mercury 75 saltwater that needs a rebuild. It was running dry on the lower carb due to a blockage. It would cut of on plane but would idle fine. We thought is was a fuel issue until it started knocking. It has 120 psi on the top 2 cylinders and 40 on the bottom one. Any one used someone that they would recommend for this work? Or has anyone done the work themselves that can offer any tips? Thanks.
