Primer bulb

I've had a problem with my motor dying on me when I was taking off or at WOT. I think I found the problem while riding this weekend. The boat died on me again while trying to plane off and I reached back to pump the bulb and got fuel all over my hand. It looked like it had been leaking in the back of the boat. So I pumped it up and left at part throttle and got back to the landing. Ok, do you think that has been the problem all along, and also after I replaced the bulb, I cant get it tight. Is there something I need to do to make it get tight besides pump it? Thanks, Jason
