Need a piece of Starboard 12"x12" or maybe a tad larger. Where would be the best place to get it?

West Marine is the only place in Tally I know to get it.
if it is in stock locally it should be about $17 for a 12"x12"x 1/4" piece

You also might try Custom Plastics across fro Home Depot on CCNW. I bought a piece there couple of years ago at a reasonable price.

I want to replace the seat cushions on my boat with Starboard with a layer of Sea Deck for padding. Will Sea Deck stick to Starboard? I am tired of vinyl decay issues.

You can't glue Starboard so I don't think it will stick. That's not going to offer much padding either. I guess you could screw a piece of velcro on each corner and stick the other side on the Sea Deck. For that matter you could do the same thing with cushions.

Use PVC board instead of starboard. Sea Deck should stick to that. You can rough it up a little with sand paper.
