Protecting nuts and bolts from corrosion - at instal.?

So I got this hose cart for my yard. It's going to obviously have water running through it occasionally and it will also get rained on. The hardware seems okay. I put it together last night "finger tight". Before I torque everything down I was wondering if I could maybe put something on the threaded bolts and nuts which would inhibit corrosion. I don't know if thread locker will do that I have some removable thread locker though I could coat the exposed threads on the hardware if that would help. The nuts are nylon locking type nuts if that makes a difference.

Also I am wondering if there's a way to protect the painted finish on the frame prior to using a socket to tighten everything down. I could use blue tape around the hardware but that seems kind of tedious looking at 24 or so bolts.
