Question on grouper regs...

I've been out of the offshore game for several years, but have now the opportunity to get back out there. As I understand the reg's for state waters, Gags are open April 1-June 30, and reds are open year round. Federal reg's for gags run July 1-Dec. 2, and reds (and all other shallow water grouper excluding gags) are closed from Feb. 2-March 31 beyond the 20-fathom mark. Am I correct, then, in interpreting the reg's that reds are legal in federal waters inshore of the 20-fathom mark year round?

That's the way I interpret the regs. Stay less than 120 feet or so and out of State Waters and you should be good to go year round. At least that's the way I understand it.
