Carolina skiff 198 dlv bilge

I have a 2015 Carolina skiff 198 dlv. there are five bilge drains in the transom. (Can’t figure out how to post pic) I’m trying to better understand how the hull is constructed and figure out why I take on water (very little).
Hull: basically a “tri-hull”, three separate bilges, yes? Based on some hose testing, I believe they’re mostly sealed off from each other? Are they supposed to be individually watertight? I sprayed water in the center and it very slowly made its way to the outer hull.
The two Upper plugs are above the water line and I never have to take the plugs out but all three lower plugs always have some water after a trip.
Water should not be coming through the three lower plugs as I’ve filled the bilge in the driveway and saw none escaping.
Going to try and inspect the bait well drain line from the inside when I get it on the water to see if that is leaking.
