NOAA (National Oceanic and Atmospheric Administration) is the main agency that does research in this area, not the Navy. The Navy is, of course, interested but has never been a big player in this to my knowledge. Lots of pretty sophisticated wave models out there with oceanographic research world-wide.
Check these out:

Yeah well, they missed it today. As I read it, 'wind was suppose to lay in the afternoon.
The 'smooth' about beat the bottom outta the boat.
We fished about 11 miles off DI in 1 to 2's til about 2PM and it went to 2 to 3 or better. The bay was almost as bad.
I agree, the Metro boys are right most of the time.. I relied on a team of them for a lot of years and still made my own forecast at times.
I kinda followed the Weather Bureau today instead of questioning the tight circulation of wave direction on the Navy chart- even the Navy was showing 1 to 2. That circulation probably had something to do with it becoming so choppy.
We didn't catch a fish by the way-
'Bent anchor wouldn't set, and it was too windy to drift (forgot to staighten th' dang thang- bent from the last trip out).
No big deal.. They probably weren't bitin' account of th' full moon, anyway.
