How do I post an avatar?

I hope this is not too dumb a question. I would like to add a picture but am getting a message that it is too big. Is there a way to reduce the data-size of photos?

Bring the picture into Micro Soft Photo editor or some other type of editor and reduce the size then save it as a file under another name. Then load the smaller version.
