If the length of the boat ride is an issue, My Way Seafood market in Panacea is your best bet most months.
Late fall and early winter and then again in late winter and early spring you can catch keepers off St. Marks in 20 - 25 ' or even less. I look for water temps around 60. Too hot or too cold and I just don't get 'em. There's folks that say you can catch them shallow year round, but I don't know that secret.
Right now, I think you would be looking at a pretty good ride to get deep enough to catch them off St. Marks. You can get to much deeper water much more quickly off of Lanark so that might be a better option. I've never tried for grouper over there so can't give advice.
There's a bunch of posts on this site that offer really good information on shallow water grouper fishing. They offer tips on finding the fish and the techniques to catch 'em once you do. I would suggest you check these out.
