I am in the market for a Jon boat. I simply miss the flats too much and just want something hassle free that can get me back to the shallows. I have to go with what seems more likely in everyday life. The question is simple. Is it more likely that the fish were dumped by those who netted them, or was it done by some group who has an agenda? The most likely of the two is easy to pick out. Of course, in my opinion.

I agree with Redyakker. My bet is that it was netters and that, for whatever reason, they had to get rid of the load or portion of the load. I don't believe it was a conspiracy of any sort. There's my thoughts.

How would mono leader with braided line work for topwater? Works great! I use 10lb Power Pro with cheap mono backing tied with a blood knot to 12-15lb mono.
