We had this porblem in Juneau Alaska at trail heads... So the city put up deer cameras. You would not believe who they cought dumping crap.... and all the lucky winner got 200 littering fines.

Started at 7 Am stayed till 2 pm cought 1 trout, spent a fair bit of time scouting oyster bars and learning lay of the land. Water was dark tea like with 1-2' vis.
