Rule 9.310 of the Rules of Appellate Procedure allows the trial judge to lift the stay. The appellate court has the authority to reinstate it.

If you keep just a portion of those 10 million people from using the emergency room for care instead of a primary physician, the savings are appreciable. And those of us lucky enough to have health insurance wouldn't have to pay $14 for a Tylenol at the hospital.
