All the above is correct. Wade the grass flats around Eagle Harbor with a popping cork and gulp shrimp fished 24" under it and you should catch something. Like said above, I've always done well around structure and moving water. If you can find those two things you're on the right track. They seem to love dock pilings and scattered shells on bottom where I usually fish for them. I've also targeted them in St. Joe bay and there I've had good luck ...
