The fluid level is fine, but it still makes a loud clicking sound when I put it down. I've lube everything imaginable, so my next question is what could be causing it?

I have a 1999 Johnson 50hp and would like to install a water seperator. I purchased a kit that came with 1/4" port and filter, my fuel line is 5/16" and I also bought a 5/16" barb end to 1/4" port. I noticed the plunger on the carb has a small tear and just before is starts to depress is when the motor stalls. Could this be the cause of my problem?
