Does anyone know if it is legal or ilegal to gig or use a bow and arrow to take a sheepshead and flounder?

BBB does. It's very legal to do both.

Gigging is a great way to get Sheephead, they wont move at all. Easy way to get a bunch. Dale over at Advantage Marine has a ton of info on getting them with a bow.
