New Shore Licenses?

I know FWC wants us to now have shore licenses in order to fish from shores or Piers ($9 annual for residents). I wasn't able to purchase one, the computer system kept telling me no. I talked to someone at FWC and he said he wasn't sure if the resident annual included fishing from shore or piers. Anyone know anything about this? I'd hate to get a ticket.

'The 'regular' Florida-resident fishing license qualifies one to fish from shore, pier or boat.

However, the 'shore' license does not qualify one to fish from boats.
