No matter what the legislation it seems our ELECTED officials only know 2 words. FINE or TAX.
We do not have "government of the people" we have "punishment of the people".
WHOSE FISH IS IT?

Sounds like the tax payers would get stuck paying the fines as well. :-?
If we were all crazy, Wouldn't that make us all normal.
