As a previous trainer and handler of K9s, I'd love to hear the background of that Shep. He/She obviously knew its place and purpose. When I used to keep mine around during get-togethers, I always told my guests to not make sudden movements around me or striking actions for the sole purpose of what you saw in that video.
Hopefully the dog came out unscathed. Kudos to the owner for assisting the dog over the counter; I just hope the alleged perp didn't bring suit against the "clerk" for damages incurred by the dog

Throw the dog over the counter and walk away.
Probably went to get a mop and bucket.
