Circle hooks for reef fish.

I know that you have to use non-stainless circle hooks for reef fish now, but after reading their rules and regulations on their website, I still have a question. I like to fish for sheepshead on and around shallow reefs and rockpiles. Sheepshead is not one of the species that you are required to use a non-stainless circle hook for, but what if you accidentaly hook a black fish or small grouper using a j-hook that was intended for a sheepshead?

Normally, I'd say just go ahead and use a circle hook so you don't have to worry, but circle hooks don't work as well on sheepshead.
