Advice needed for boat repair!

Hello everyone! I know this board has many with vast experience and I am asking for some advice. I have a 17 foot 1974 Boston Whaler I bought a year ago. It needs the safety lights fixed and the VHF radio, which is good, but needs to wired again. Any suggestions as to who to go to to have this done. Also the drain plug that drains water from the inner hull is not draining and I have found standing water in the back when I popped open the little "hatch" in the back......what and who should I see about that? Any suggestions and help would be greatly appreciated........Thanks in advance!
