Seatow membership discounts

I'm about to join Seatow. I saw where there was a 14 month for the price of 12 promo a little while back but the 1-800 girl didn't know about it and was pretty clueless.

Is there a new member discount and is it better to join online or call the local SeaTow number out of St. Marks?
