Sounds like the tin can was broadsided by the tanker. Any war ship sets a watch when a contact is within a certain distance !! This skipper is in big trouble!!

Amazingly stupid. I have watched a US Destroyer being built in Maine. Went this summer for the first time in about 3 years and there it sat, still under construction. I suspect this damage will take years to repair and a whole lot of taxpayer money. Get this Captain a plastic kayak to command!
