For just a bit more than 20k you could have a Cape Horn 19'. Cape Horn makes probably the best boat on the market (quality-wise), and the 19' would do plenty of offshore, and wouldn't be too terrible for inshore either.
With as much deep water as you'll have at your doorstep, it'd be a shame if you bought a boat that was only good on the flats. (Unless that's your thing, in which case you and I are two very different people <obligatory Simpsons reference> )
The bad thing about all that deep water in close is that most everybody in PC is hitting those spots. The bay is surprising uncrowded, even on weekends, except for a very few spots where the jet skis go.
Chalk, now this may not be the best flats boat. It would make a great offshore or diving boat. I think you could live on it as well. Needs a little work. But at 50K, I think it is a steal.
I agree with SR. I have a Phantom 16, and I really am happy with it. Course I also have an 18 foot custom craft, a 14 foot custom craft, and a 16 foot Sunbird hybrd flats boat that I'm pleased with.
Thinking about getting a couple more for fresh water fishing.
