A fish should never be placed in a live well if it is not intended for harvest, and never release a fish that has been in a live well if a larger, legal fish has been caught. The fish released from the live well has a decreased chance of surviving.
Who wrote that? I though it was ILLEGAL to do what they describe. They make it sound like it is unethical. I thought there was no culling in saltwater, unless an exempted red fish tourney.

From what I read it says not to cull. I'm no sure how they enforce that. My guess is they are trying to educate people on the best way to release fish. My favorite part is about how to take a photo. Most people don't know it is bad for the fish to hang by their lower jaw. I think most anglers would stop doing it if they knew it was bad for fish survival. It is a good read for anglers of all experience levels.
