St Marks River question
Are there any public boat ramps or canoe/kayak launch sites North (upriver) from the 98 bridge ramp?

Nope.
Gotta make friends with someone that lives on the river.
If you can't do that then hitching a ride to the rapids on a powerboat is the best way to get up there.. Current is terrible.
